Provide security on issue by states. Instead of it being hard coded into the logic of OR portal and PDF Viewer

Issues must be editable only by the assigned to and the creator in the Draft state. Once out of this state the issue cannot be edited.

This requires changes to issue management first. Then OR must be changed to support it.
