The consolidator needs the ability to build a team of parallel running consolidators during the consolidator step (in an identical fashion to the lead reviewer on the review step).

Issues do not need to be assigned to any particular consolidator for work... only to form a team.

Parrallel reviewers must be notified of their work, must accept and close their work.

The lead consolidator can only continue if all parrallel consolidators are complete in their task.

Therefore at any time a lead consolidator can add new consolidators, skip child consolidators (they are always optional).

Multiple consolidators should also apply to all the security logic whether in pdf viewer or OR. Where the system assumed only one consolidator to apply and security logic, now it must handle multiple.
