One potential idea if system struggles to return so many issues is to align the user experience to pdf viewer, by offering only open issues first on the interface.

Another potential toggles would be to have the ability to show issues of the current workflow or all workflows (in a multiple parallel workflow context of the same doc revision). This toggle would be only valid when user is looking at open issues.
