Requirement: The owner review portal has a feature to create "issues" on the document level using the "Create issue" button. The forms have all the metadata fields, however, this is is missing the ability to upload attachment.

The capability is needed when the issue is created and when editable.

It must be available on portal, pdf viewer and iMVF viewer.
