Ability to control on any given issues status who can edit the status (e.g. restrict and editability to creator and assignee)
Scenario: OR Process / Document Revision A / Reviewer Step
Reviewers will create issues in 'Draft' status. After that point the issue status should not be able to be changed by reviewer through out revision A review until issue is validated by consolidator (i.e. changed to the following status 'Not Resolved').
The approach to address this request is to avoid implement complex business logic in the OR application. Instead it leverage the enhancement proposal made to the forms forms service.
