Send notifications to recipients when a distribution order is recalled

Send one email per transmittal/recipient, when a distribution order is recalled

What underlying problem is this idea trying to solve?

Currently, the system only allows sending an email per distributed item, which can result in hundreds of emails for each recipient (depending on the size of the transmittal)
